Potemkin's character is defined by the powerful dignity he exudes effortlessly, despite facing a seemingly endless barrage of crap meant to bring him down. These range from the brutal (his enslavement, and treatment therein where he was collared with an explosive and referred to only as a number) to the just plain silly like how nobody gets his species right. (The list of accusations include gorilla, Sasquatch, and robot.) None of these things warrant so much as a reaction from Potemkin, partly because they are so depressingly commonplace (he is not able nor interested in avoiding attracting attention) but mostly because Potemkin is simply above ignorant and stupid comments (Sasquatch, really?) The most he will do is politely correct people when applicable.
The other part of Potemkin's sense of gravitas is his pride, which he holds in pretty much every aspect of himself - his morals, his fighting style, his teacher and compatriots, and his country. That last one deserves special note, as Potemkin adores his country, especially after its reform from a corrupt dictatorship (and not coincidentally abolition of slavery.) Zepp has his complete loyalty, both as a country and through a person - the President, Gabriel. Potemkin's relationship to Gabriel is a combination of boss, hero, martial arts master, and friend. It is not an exaggeration that meeting Gabriel is what completely changed his life. He would easily give his life to protect him, though since Gabriel is inexplicably, absurdly durable this hasn't come up outside of noncanon endings. Potemkin's motivation to fight and serve in the military is to protect Zepp and its people, as otherwise he greatly dislikes the sensation of violence and bloodshed, to the point where his superiors originally had to force him to with the aforementioned bomb collar.
This should clue you in that Potemkin is actually very compassionate, rather than emotionless. He would not have his devotion to the government of Zepp and President Gabriel if he didn't trust them to always have the best of intentions at all times. He is very good-hearted, wanting others to be happy and always keeping an ear out to try and understand their problems. His general unflappability also means he's a master at staying polite.
Potemkin greatly values his "passion" to protect people and serve his country, calling it the source of his strength (literal and metaphorical). He also respects the passions of others and admires strong emotional and moral conviction, even when it runs counter to his own.
On the flipside, he has a low opinion of those who live frivolously without any belief or cause, the most extreme of these being those who nonchalantly hurt others to fuel their own selfish desires (examples being the literal soul-sucking parasite Eddie and the sadistic I-No). He is also very unsympathetic to criminals and outlaws and will ignore any requests or demands they make. This is understandable since he would be kind of a terrible government official if he didn't, but oddly enough it is implied that his boss is significantly less harsh on this than Potemkin himself. When Potemkin comes into conflict with the pirate Johnny, he usually has to let him go with what he wants even if Potemkin wins the fight due to pardons from Gabriel.
Potemkin is one of the most thoughtful members of the cast, being introspective and very intelligent. This is one of the top reasons why he has such a high position in the military, because on top of a lot of technical brainpower he also possesses strategic judgement and political/diplomatic knowledge (supplemented by how at this point he has been working with the high tiers of the government for several years). It's probably not a coincidence that Potemkin's offtime hobbies are all quiet contemplative ones like painting and observing nature.
It would come as a surprise to some people in-universe that Potemkin actually does have hobbies, as he is a stereotypical workaholic. As Elphelt says, he would be the sort of boyfriend that would be constantly bringing up "mission" this and "assignment" that even at home. (Note: nobody has actually dated Potemkin, so this is entirely hypothetical. I think she's on to something though.)
Potemkin's empathy and sensitivity to injustice sometimes manifest in strange ways when forced to fight certain opponents, as the top quote shows. Kind or not, he will ultimately chose duty over his own preferences when they conflict, even when it pains him. And he is apologetic while facing world-destroying villains such as Testament, Justice, and Ramlethal because he knows their complaints against humanity are legitimate.

Magic Weapon: - a pair of leather gauntlets that are somehow Potemkin-sized (I dunno, maybe a distant Hero had a Battle Chasers thing going on). By concentrating they give the wearer super strength in bursts. To start with, how about enough to throw a carriage?

(♜) A pair of leather gauntlets that adjust to the size of the wearer. By sending mana into the gauntlets, the wearer can activate the weapon's ability to grant super strength in small bursts. At first, the wearer will only be strong enough to lift a horse, but when fully mastered, they'll even be strong enough lift the weight of two horse-drawn carriages.
Noir Tortoise
(♞) A Tortoise with cute, round little eyes. It seems somewhat fretful and tends to retreat into its shell. It's surprisingly fast on it's feet.
